Abstract: Abstract: Since the summer of 2008, the impacts of the international financial crisis to the enterprises in the Z-Park have been gradually revealed, including the growth of export and investment decline as well as the profits decrease. The degree of negative effect hinged on the industries classification, and especially those export-oriented, or small-scaled, or product-processing kinds have been stroked badly. Simultaneously, we should not neglect the new chances brought by the crises, that is, it will be easier to break the Global-value-chain locked by MNCs, to succeed technology innovation, and to attract global technical experts. We stress that the government and enterprises should conclude a consensus on the impacts of this crises and work together to confront this current situation.
