Abstract: Abstract: In this paper, it identifies the risk by expert investigation method. Based on a number of experts’ opinion, it builds a PPP Model risk evaluation index system on foreign investment urban water utilities invested by foreign investment and government investment. Besides this, it proposes the risk-sharing for risk factors in PPP projects. At the same time, it also proposes the measures to avoid and prevent the PPP project risk.
