Abstract: The case study was focused on water use in irrigated agriculture. According to the results of water equilibrium formula, the deficit rate of water reached 70.65% in Jingxian County, Hebei province. With population increasing and agricultural development, water use has continued to increase. In order to ensure food security, the water over-extraction tendency could be existed. In order to promote the agricultural sustainable development, water saving agriculture policies must be carried out in North China plain. The measures of saving water put forward in the paper.
