Abstract: Abstract: With the intensification of climate change and energy shortages, Low-Carbon Economy (LCE), as an effective way to relieve climate issues and energy issues, is gradually understood and accepted around the world and has become the development direction of the world. Government plays a very important role in the development of low-carbon economy, only if it is under the premise that government takes effective measures to support the low-carbon economy can low-carbon economy develop smoothly. This paper analyzed what the government should do in developing low-carbon economic through the importance of developing low-carbon economy, government’s functions in developing LCE and the measures which government should take to develop low-carbon economy.
