Abstract: Abstract: This paper investigates the impact of urban-rural dual institution on the citizenization of rural migrant workers. We clearly attribute the main institutional factors that influence citizenization of migrant workers to the urban-rural dual institution. And theoretical analysis of the impact on the will, the ability and decision-making of citizenization of migrant workers is given by use of cost-benefit theory, threshold theory, and we build a model of citizenization of migrant workers under double bound. Our results show that the urban-rural dual institution has obvious obstacles on the will, the ability and decision-making of citizenization of migrant workers. Therefore, the urban-rural dual system must be innovated in order to eliminate the institutional obstacles.
