Abstract: Abstract: A low carbon city has become a global trend of urbanization. In today’s cities in China, the environment has been polluted in one way or another, especially high carbon problem. In practice, plural subjects such as governments, businesses and the general public are exploring on the governance of a low carbon city, which calls for not only institutional innovation on the part of a government with clear and effective policies, but also technological innovation on the part of businesses to achieve low carbon production, and the general public should practice low carbon consumption as well. In this process, attention should be given to the balance of interests among different interest subjects.
