Abstract: Abstract: Starting with the nature of urban, the paper points out that urban management includes not only tangible assets allocation such as land, road and infrastructure, but also the promotion potential value of those intangible assets, such as urban image, urban culture and urban spirit. Furthermore, the key point of urban management is whether urban can show the cultural characteristics. Then, the paper further discusses the importance of excavating and protecting urban cultural characteristics in the urban development from three respects: traditional culture, regional culture and citizen culture. Finally, it illustrates that the evaluation of urban can only be weighed by citizens, and the ultimate goal of urban management is to build a sustainable development society with human-orientation.
