Abstract: Abstract: Since 2007, the conflict between demand and supply of electronic-coal has become more and more intensive. Especially after the rain-snow disaster in January, 2008, the yearly-accumulated conflict between demand and supply of electronic coal broke out. Under the circumstances, the paper first analyzes the necessity of the construction of a national electronic-coal, and then describes the aim and function of the network. On the basis, a theoretical model of electronic coal logistics network is proposed. According to the theoretical model, a service level and integration degree based network is designed in one reign in order to illuminate the model.
