Abstract: Abstract: The improvement of enterprise’s competitiveness depends upon the choice of the logistics outsourcing strategy. This paper uses the entropy method to determine the experts’ weight and Value Engineering Theory to functionally analyze the logistics services, divides the logistics cost of accounting by its functions and calculates cost coefficient corresponding to each function, and takes ratio of sub-function coefficients and the corresponding cost coefficient as the functional value. Enterprises can select the optimal function according to the same faction’s value sorting or comprehensive value sorting of each scheme. The method provides basis for the selection and evaluation of enterprises’ logistics outsourcing strategy.
