Abstract: Firstly, this paper analyzed the actuality of railway emergency management in China. Secondly, based on the emergency management’s characteristics, complex and dynamic character of railway emergency management was studied. Thirdly, the “landscape orientation -portrait -space time” model of Railway Emergency Management Mechanism was found. “Landscape orientation” means the collaboration Management Mechanism of same level Emergency organization; “portrait” means the collaboration Management Mechanism of the State Council, Ministry of Railway, Railroad Bureau and station. “Space time” means the development of the Emergency event. Finally, some suggestion of how to enhance railway emergency management ability was given.
