Abstract: Land exploitation and consolidation makes the ecological environment change in the project area. The paper chose Shandong Zibo HuaLin Basin regional land consolidation project for empirical research. It computed solar energy of ecological factor before and after land consolidation and eco-efficiency of land consolidation with the emerge theory. It selected O2 release and CO2 absorption, soil conservation, surface soil formation, water source self-restraint and biodiversity protection as five factors. The results indicated that it has achieved noticeable ecological benefits. On the other hand, large uncultivated land has been developed in the project area. It caused a decrease of plant species in the area. As a result, the energy value of O2 release, CO2 absorption and biodiversity is reduced. From the results, we can conclude that, we should reduce the uncultivated land development, increase the land consolidation, protect the biodiversity and take the ecological and economic systems as whole in land exploitation and consolidation.
