Abstract: ATC controller is the most important factor to ensure the safety and efficiency of air traffic flow. Evaluating ATC controller workload reasonably is important to improve the efficiency use of airspace and ensure the safty of aircraft. Sector traffic flow patterns intuitive reflect the situation of the traffic complexity in the airspace, is a useful method to assess the controller’s workload. This paper collected the traffic flow parameters and established a sector model of traffic flow patterns, using cluster analysis to classify the traffic flow patterns based on K-means method, and divided the sectors into several groups, then analysised the impact of different traffic flow patterns on controller, established an ATC controller workload evaluating model finally, which is more accuracy according to the real situation.
