Abstract: The radar backscatter from the ocean surface, which is called sea clutter, is influenced by the ocean environment parameters. The mechanism of sea clutter is presented in this paper at first. Then the impacts of ocean environment parameters and radar parameters on sea clutter are discussed. Based on domestic and foreign research works on sea clutter, the paper discusses how to estimate ocean environment parameters by sea clutter, such as wave, current, and so on. With good method, we can estimate more ocean environment parameters from sea clutter.
