Abstract: Yan-Ji-Teng mining area is a major base for coal production in Shandong, and it is one of thirteen large-scale coal production bases which had been planned. The contradiction between the coal resources exploitation and the environmental protection is increasing day by day with the exploitation of coal resources in this area, and it has been the important factor restricting the sustained, rapid and healthy development of the social economy in this area. As the project of the compensation fees for mineral resources of Shandong Department of Land and Resources in 2002, some important achievements were introduced in this paper.
