Abstract: According to the approach that “vocational education is the job-oriented education”, vocational education must combine with the vocational qualification certificate system. The best way of the combination is to implement “double certificates” education. In order to improve the quality of the vocational qualification authentication, the implementation of “double certificates” education needs not only scientific adjustment of the training aim and elaboration teaching plan, but also the “double certificates” teaching staff.
