Abstract: Measurements lasting for 24hours for several furnace transformers of a large steel-smelting enterprise in Guiyang city were conducted, while power quality analyzer FLUKE435 as the measurement tool. The economic capacity is studied based on the measured data. The results show that the current two-part tariff for large industrial users is the key reason for the steel-smelting enterprises to use over-capacity furnace transformers. The reform of basic tariff charged is proposed, which would benefit both the power supply departments and users.
