Today, the achievement-efficiency management gradually becomes a kind of scientific management model to develop human resource potentialities. This text proves the status of performance management in the human resource management system, advances that the greatest achievement-efficiency is the core of human resource management, and structures the achievement-efficiency index system by means of a questionnaire, drawing by Likert five-level scale, extracts key indicators of the enterprises performance evaluation. Organizational performance index system has four main dimensions, 20 child elements, and individual employee performance index system constituted three main dimensions and a three-level examination. In the end, the text puts forward some key questions that should be pay attention to use the achievement-efficiency index system.
