The 2010 International Symposium on Emergency Management (ISEM’10) was hosted by the Emergency Management Research Committee of Chinese Society of Optimization, Overall Planning and Economical Mathematics, the Graduate University of Chinese Academy of Sciences, Institute of Policy and Management of the Chinese Academy of Sciences, Huazhong University of Science and Technology, University of North Carolina at Chapel Hill, USA, Central University of Finance and Economics, Jinan University, Henan Polytechnic University, Beijing University of Chemical Technology, and Sichuan University. Emergency Management is a hot focus and gains more attention in recent years throughout the world. ISEM’10 covers all the aspects in emergency management, including Theory System, Models and Algorithms, Technology and Applications. The selection of the program was a challenging task. From more than 200 submissions the Symposium carefully selected 88 papers. In addition to the contributed papers, the Symposium featured 9 invited talks given by senior government officers, leaders from large-scale companies, and professors from universities and research institutes. We would like to thanks all the authors, speakers, reviewers and participants for their significant contributions to the success of ISEM’10.
