Abstract:	The Vector Network is a new communication network, which is designed by the principle of the separation of the user plane and the control plane. The vector address is used as switching address for data forwarding in the user plane. This paper designs a switching protocol which provides the definition of the data packet format and the method of packet forwarding so that the user plane of Vector Network can be set up.
