Abstract: In view of identity crisis and the cultural loss in current urban development, the paper proposed “macro-culture” strategy from planner's perspective and urban development strategic demand. The “macroculture” strategy elaborated the development policy under the background of globalization and the strong infiltration of Western culture including the scientific orientation of urban characteristic, the overall use of the natural environment, the reasonable interpretation of urban texture, the proper use of historical and cultural resources and the active role of planners in creating the urban culture.
