Anti-dumping has become the stubborn ill of restricting our development of the export business. Imperfection、inability and low level of anti-dumping emergency system on the enterprise level is an important reason for the failure of anti-dumping. This article firstly explains the difficulties the research of emergency management faces, then considers that emergency management should be integrated with the internal control, and adds the functions of emergency management based on the internal control to ensure the carrying out of emergency system, finally provides the new ideas of building the emergency system of anti-dumping. This article particularly emphasizes that the export enterprises should exert the dominant position of responding， share information and collaborate with the government, trade associations and other stakeholders actively and effectively, and build "top to bottom, multi-linkage" enterprise emergency system of anti-dumping.
