Abstract:	The game theory and synergy theory are applied in the research of the income assignment of the emergency materials mobilization alliance. It derivates the program of optimal income distribution in the emergency conditions, proposes the method based on the cooperative game, realizes the optimization model in the interests of the rational allocation of members of the mobilization alliance, and puts forward standards and approaches for the stability of the emergency materials mobilization alliance.
