Biography:

Yu-Leuk Choi is a Fellow of the Hong Kong Academy of Engineering Sciences, Adjunct Professor at Hong Kong University, and formerly Director of Buildings of Hong Kong SAR Government. He has a long-time interest in the optimum use of societal resources in urbanization, which is supported by his unusually broad academic and practical background. Professor Choi holds two bachelor degrees respectively in civil engineering from Hong Kong University and mathematics from London, Master's degree from New South Wales and PhD from Cornell. He attended management courses at Henley Management College in UK and at Tsing Hua University in China. His engineering career comprises 39 years of civil service in Hong Kong. The first 18 years were spent on traditional engineering work encompassing all major urban infrastructures. The aerodynamic design of Tsing Ma Bridge deck that maximizes stability is representative of his technical innovations. The following 22 years were devoted to management at the directorate level encompassing project management, transport planning, strategic planning, new towns and building control. He was instrumental in the derivation and implementation of Hong Kong’s first Territorial Development Strategy. In the last 9 years, Professor Choi teaches and engages in voluntary work of non-profit institutions. Currently he is Vice President of the Hong Kong Academy of Engineering Sciences.
