Abstract: This paper is deeply on research of the differences and similarities of PDCP modules between the TD (TD_SCDMA) system and LET(UTRAN long term Evolution) system. According to the unique characteristic of the PDCP module in both TD system and LTE system, in the system designing of dual mode (TD and LTE) ,this paper proposes to combine the two PDCP modules into one module to realize it. By analyzing the whole system’s resources cosumption and the procedure of inter rat handover between TD system and LTE system, comparing with designing a self PDCP module in different mode respectively, it shows sharply that the proposed scheme has more practical value. It increases the efficiency of the inter rat handover between TD system and LTE system. It not only consumes much less system’s resources, such as CPU resource and memory consumption, but also reduces the time of the inter rat handover between TD system and LTE system.
