The 2009 International Symposium on Emergency Management 2009 (ISEM'09 )was hosted by the Emergency Management Research Committee of Chinese Society of Optimization, Overall Planning and Economical Mathematics, the Graduate University of Chinese Academy of Sciences, Institute of Policy and Management of the Chinese Academy of Sciences, Huazhong University of Science and Technology, University o fNorth Carolina at Chapel Hill, USA, Central University of Finance and Economics, Dalian University of Technology, Sichuan University, Southwestern University of Finance and Economics, Ji'nan University, and Henan Polytechnic University. Emergency Management is a hot and important research topics and gains more attention in recent years throughout the world. ISEM'09 covers all the aspects in emergency management, including Theory System, Models and Algorithms, Technology and Applications. The selection of the program was a challenging task. From more than 300 submissions the Symposium carefully selected 163 papers. In addition to th econtributed papers, the Symposium featured 15 invited talks given by senior government officers, leaders from large-scale companies, and professors from universitie sand research institutes.
